Beloveds,
The legislative branch was designed to be the beating heart of the republic — the space where We the People turn our collective will into law.
But tell me this, Beloveds:
When was the last time you heard a neighbor say, “I’m going to testify before a committee next week?”
When was the last time YOU looked up how your state legislator voted?
Too often, we view this branch as a distant machine. I am here to tell you — it is a human forge, and WE are the fire.
Let us stoke it.
🏛️ A Quick History Lesson — and What the Constitution Actually Says
- The legislative branch is the first branch mentioned in the U.S. Constitution. This was not an accident — the Framers feared a strong executive branch and believed that the People’s House must come first.
- Article I grants the Legislature the power to:
- Pass laws
- Levy taxes
- Regulate commerce
- Declare war
- Maintain armed forces
- Approve appointments (Senate)
- Impeach federal officials
Where does legislation begin?
- In the minds of the governed.
- In the hands of a legislator who submits a bill.
Where does it end?
- When the President (or Governor) signs it — or vetoes it.
- Or when it is killed in committee — an all-too-common death.
👉 Little-known fact: More than 90% of bills introduced in Congress and Ohio’s General Assembly never make it out of committee. This is why understanding committees is key.
⚖️ Where Are We Now (2025)? Under the Trump Administration Redux
Current dynamics:
- U.S. House: Republican majority
- U.S. Senate: Slim Democratic majority
- Ohio General Assembly: Republican supermajority in both House and Senate
👉 Little-known fact: In Ohio, the Republican supermajority means they can override a Governor’s veto — effectively making the legislative branch the most powerful branch in the state.
What this means for due process:
- Many committee hearings are scheduled with little public notice
- Bills are bundled into larger “omnibus” bills to avoid scrutiny
- Minority party members may have their amendments blocked in committee
- Investigations of Executive overreach may become performative or highly partisan

In Congress:
- House Judiciary Committee: Handles impeachment, civil rights
- House Ways & Means Committee: Taxes, Social Security, Medicare
- Senate Appropriations Committee: Federal spending
- Senate Foreign Relations Committee: War powers, treaties
In Ohio:
- House Finance Committee: Ohio budget
- House Government Oversight Committee: Elections, transparency
- Senate Judiciary Committee: Civil and criminal law
- Senate Health Committee: Healthcare legislation
👉 Little-known fact: Some Ohio committee hearings occur during work hours when many citizens cannot attend — limiting true public oversight.
👉 Challenge Question:
Should Ohio law require that all major committee hearings be accessible after-hours or livestreamed? Why or why not?
🚧 Challenges & Obstacles
- Extreme Partisanship
- Lobbyist Money → Lobbyists often write the first draft of bills
- Gerrymandering → Ohio’s districts are under continuing legal challenge for partisan unfairness
- Low Public Participation
👉 Little-known fact: In the 2024 Ohio primary election, turnout in some districts was less than 18% — yet these are the votes that choose your legislative power.

Do YOU know how your district was drawn? Who drew it? Is it fair?
💪 Overcoming the Challenges
- Show up: Attend hearings — in person or virtually
- Write public testimony: Anyone can submit it to a committee — even YOU
- Engage media: Help expose procedural abuses
- Educate others: Demystify the process
- Demand transparency: Ask legislators how they vote, and share it
